Competent authority
Icelandic Directorate of Immigration (Utlendingastofnun / utl.is) decides the underlying residence permit; once approved, the D-visa for entry is issued and biometrics/passport are submitted at the nearest VFS Global centre (Dublin), which forwards to the Embassy of Iceland. Long-stay is NOT decided by the embassy in the ordinary Schengen process.
Application centre
Applies directly to the Directorate of Immigration (utl@utl.is) for the residence permit; VFS Global used for biometrics/passport submission of the D-visa
